Design guide for social housing in rural Northern Ireland Appendices Appendix C Planning Policy for Rural Sites Stages of progressing a rural social housing proposal to a planning application. Utilising Existing Rural Planning Policy to Deliver Approvals for Rural Social and Affordable Housing Stage 1 Check Housing Needs Assessment and NIHE's Unmet Need Prospectus to confirm a local social housing need Check with NIHE's local Area Planning Team Confirm with NIHE the number & type of dwellings required in the rural locality Stage 2 Consult with the local community and where appropriate identify latent social housing demand in the locality Stage 3 Identify all possible sites that may be suitable in the locality Eliminate those sites not likely to be available for acquisition Stage 4 Identify those sites where there is a relistic prospect of reasonable acquisition Stage 5 Evaluate the planning potential of the alternative sites having regard to the Area Plan and PPS 21 Eliminate those sites not likely to be capable of obtaining planning permission For more detail see appendix A Stage 6 Identify those sites where there is likely to be a major planning, environmental or other technical difficulty Eliminate those sites where there are likely to be major planning, environmental or other technical difficulties For more detail see appendix B Stage 7 Prepare basic concept plans where there is a reasonable prospect of acquisition and obtaining planning approval Arrange a Pre Application Discussion (PAD) with the local planning office Stage 8 Discuss all remaining options with Planning Service at the PAD and review outcome Eliminate any sites where major difficulties are raised either by Planning Service or their consultees Stage 9 Prepare detailed concept plan for the preferred site Arrange a Pre Application Discussion (PAD) with the local planning office Stage 10 Discuss the details of the concept plan for the preferred site with Planning Service and their consultees Adjust proposal as necessary and appropriate Stage 11 Submit planning application with all necessary supporting information Review progress of application, amending any detail as appropriate Stage 12 Review decision and any significant conditions with client 128 129
